“We’re all just a little bit on edge,” says Jennifer Randlett. Randlett says many neighbors are concerned that the water levels in the North Anna Lake have dropped nearly 22” in a day.

UNANALYZED CONDITION BASED ON SEISMIC ACTIVITY THAT POTENTIALLY EXCEEDED DESIGN BASIS EARTHQUAKE MAGNITUDE

On August 23, 2011 at 1351 hours, North Anna Power Station experienced a seismic activity event which resulted in a loss of offsite power and automatic reactor trip of both units. At 1403 hours, an Alert was declared. based on Shift Manager judgment, due to significant seismic activity on the site. Subsequent to the earthquake, both units were stabilized and offsite power was restored. Following the event, seismic data was retrieved from the installed monitoring system and shipped to the vendor to determine the response spectrum for the event. On August 26, 2011 at 1340 hours, initial reviews of the data determined that the seismic activity potentially exceeded the Design Basis Earthquake magnitude value above 5 Hz. Therefore, this is reportable per 10CFR50.72(b)(3)(ii) (B) for the nuclear power plant being in an unanalyzed condition that significantly degrades plant safety.

North Anna Unit 1 is currently in Cold Shutdown with the Residual Heat Removal System providing core cooling. North Anna Unit 2 is currently in Hot Shutdown and will be taken to Cold Shutdown with the Residual Heat Removal System providing core cooling. No significant equipment damage to Safety Related system (including Class 1 Structures) has been identified through site walk-downs nor has equipment degradation been detected through plant performance and surveillance testing following the earthquake. Therefore, there is reasonable assurance that the Safety Related systems are fully functional. [...]

[...] Now, according to an Associated Press investigation, the earthquake dangers faced at North Anna are seen as 38 percent more likely to cause damage to the cores of the two nuclear reactors at the plant than thought 20 years ago. [..]

In 1967, when North Anna was on the drawing board, an environmental consulting firm found evidence of fault lines near the planned nuclear site, according to a report prepared in 2005 by the Blue Ridge Environmental Defense League. In 1970, a construction excavation wall collapsed and inspecting geologists reported finding a major fault line. Vepco did not report the fault to federal regulators for three years. Vepco got its license to proceed with the plant.

[June Allen, who headed the North Anna Environmental Coalition and who died in 2010] and other grass-roots activists smelled something rotten. In 1973, they formed their coalition and sued, claiming Vepco was lying about the fault lines. In 1975, the NRC accused Vepco of deleting files listing the fault lines in its reactor applications. The following year, Vepco was fined $32,000 for making materially false statements in its North Anna application. [...]

We tested a topsoil sample [...] from the Sacramento area. [...] In addition, a soil sample from Sonoma county was tested. This sample had been collected in late April but we had not had the chance to test it until now.

One interesting feature of the Sacramento and Sonoma soil samples is that the ratio of Cesium-137 to Cesium-134 is very large — approximately 17.6 and 5.5, respectively. [...]

The best explanation is that in addition to Fukushima fallout, we have also detected atmospheric nuclear weapons testing fallout in these soils. [...]

Topsoil sample, farm in Sonoma County, Collection Date 4/27 (Just tested recently: “We had not had the chance to test it until now” -UCB):

Cs137 @ 1.905 Bq/kg

Previously, the highest amount of cesium-137 detected was 1.53 Bq/kg. It was from early April, the very first soil sample UCB published regarding Fukushima.
